It seems this transit partnership is putting the cart before the horse. Instead of determining how to raise funding for a transit authority and determining how it will be run and by whom, first determining who plans to use transit and to where needs to be identified in order to see if there is really a need for one. Do we really wish to spend $26 M a year for poorly used transit?
