***As part of that project, the consultants are recommending creation of a regional transportation authority which would have taxation powers to fund additional transit. *** Tax payers would have not control of this Authority any more than it has over the Regional Jail. Water and Sewer, Solid Waste or Airport authorities. Authorities are not democratic entities reflective of a democratic form of government. The transit manager is an implementer, not a policy maker and should have no say-so in the matter.
