It was my understanding that Woolley's contract was only from December to May and he had to guarantee the delivery of a budget and a Comprehensive Plan. Perhaps he decided it was not worth his uprooting his family for such a short contract period especially while school is in session. Perhaps he has received a more substantial offer for his proven services and accomplishments in Harrisburg, PA. From his LinkedIn profile, I suspect he is far too accomplished to fit in with City government here.
