Around the year 2000, City staff determined that the JPA neighborhood for 8% homeowner and 92% rental. Since then 1800 JPA went condo and the percentages may have changed somewhat. Also, while the City was establishing historic design control districts in different areas around town such as Park and Ridge Streets, I do not recall there was ever a request to preserve the JPA area according to its present configuration. It seems quite reasonable for this project to be built with reduced parking requirements since it is within walking distance of the Grounds of UVA and the Fontaine Research Park. The City should anticipate future requests for more commercial uses in this area with an increase of youth-filled density and more environmental amenities.
