Thanks for quoting me Sean; however, the most important parts are missing - the details of why this is inapproriate for this areas - the issue of traffic/noise, and the safety issue of ingress/egress (a pro-developer change in code that is threatening public safety and which is not being followed to the letter here. Also possible that this has been further changed without open discussion). Finally, we are once again faced with developer "intentions' - false promises regarding deep affordability and the day care center. They made these promises to push the plan through,but now nothing is in writing. Sound familiar?
