Are you using "property taxes" to mean real estate taxes? What is a budget surplus? Does that reflect money collected without prior allocation or even appropriation?
When did capital budgets become directly related to population increases? I would think it would be more in line with aging existing infrastructure. Actually it probably more related to availability of funds and the number of committees brain storming on wish lists.
Sad day for the Valley.
