There is an open question of whether the usage of the word "elect" in the headline is appropriate. I used it in the same sense that Councilors elect a Mayor from their own. However, that same word is not used in the state code, so I am likely going to change the headline to "appoint" to reflect what's in the code. I also looked up the last time this happened in the area when the Albemarle Board of Supervisors "appointed" William "Petey" Craddock to serve as an interim Supervisor in July 2013.
