At the suggestion of someone from the Virginia Department of Transportation, I have changed the headline so the word "shelved" is replaced with "critiqued" which I agree is a more appropriate verb to use. I will also have a follow-up that will more accurately describe the critique, which takes the form of a report from a consultant hired by UVA.
